Abstract

The purpose of this research are : (1) to know how the coaching of cadets in STP Bogor Fishery Counseling Department, (2) to know how the influence of coaching on cadet discipline in Fishery High School Bogor, Department of Fisheries Counseling, and (3) to know what factors are influence the coaching process in improving cadet discipline. The research method used by researcher is descriptive research method. The sampling technique using in this research is the formula of Taro Yamane and Slovin with the number of pupolation as many as 76 people cadets.Result of analysis of correlation coefficient test showed that with sample number of 76 people and trust level of 0.05 or 95% coaching variable (X) and discipline variable (Y) have correlation value of 0,742 and significance level equal to 0.001 <ɑ 0.05 or 95% of confidence level. This mean that the value asserts that the coaching variables have a strong and significant relationship, so the hypothesis proposed was accepted. From many indicators that can affect the level of cadet discipline in the Fishery High School of Bogor, Department of Fisheries Counseling one of them is coaching factor. Coaching is instrumental in determining the cadets' divinity, because the Coach is used as an example and role model by the cadets. The coach should not expect the discipline as good as it is if his coaches can not exemplify discipline.Good discipline reflects the magnitude of a person's sense of responsibility for the tasks assigned to him. This encourages the passion of learning and follow all activities that available and can realize the goal of the Fishery High School of Bogor, Department of Fisheries Counseling. The amount of determination coefficient between the variables of coaching on cadet discipline in Fishery High School Department of Fisheries Counseling is equal to 51.1%, while the rest is equal to 48.9%Keywords: Coaching, Cadet Discipline

Abstract

In implementing the policy of One Way Direction System in Bogor City, it is necessary to have well-coordination between Traffic and Road Transportation Agency (DLLAJ) of Bogor City with related Institutions/Agencies. If one of the agencies do not perform their duty well, then their goal to overcome the congestion will run ineffectively.The purpose of this study is to know the direction of coordination between traffic and road transportation Bogor City with other agencies in applying a one-way direction system. The theory used in this research is by using the coordination theory of Handyaningrat which states that to produce a coordination can be measured through five variables as follow: (1) Communication, (2) Awareness of the Importance of Coordination, (3) Participant Competencies, (4) Agreements, Commitments, and Coordination Incentives, and (5) Continuity of Planning.The method used is descriptive analysis using Qualitative approach. The data analysis technique used is to use the calculation of Weighted Mean Score (WMS). Technical data used are literature study, field study, interview and questionnaire. Unit of analysis of this study consist of 11 respondents. While the sampling technique used is saturated sample technique.In general, the results of external coordination conducted by Traffic and Road Transportation Agency (DLLAJ) of Bogor City in implementing one-way direction system is obtained an average score of 3.81 which according to structuring criteria are in good category. While the existing variety in moderate criteria is an indicator of whether or not there are casualties for offenders exist with average score of 3.18. Meanwhile the indicator that produces a very good score is on the indicator of whether or not the executor of the activity with a score of 4.18. In sum, the average score of all indicators is in good criteria.Keywords: Coordination, Implementation, Policy.

Abstract

The increasing number of enthusiasts accessing the BPJS card does not seem to be accompanied with the service of obtaining JKN card (National Health Insurance). Reality people start waiting in front of the office around 6 am just to get early queue. Not to mention the readiness of very minimal service, limited staff and counter and various facilities that do not support the comfort during the wait. Even every day is limited to 90 people. This shows that the quality of service on the manufacture of JKN card in BPJS office has not function properly. The purpose of this study is to know the influence between the quality of service to public satisfaction in the manufacture of JKN card in the office of BPJS Bogor City. The theory used in this research is using the service quality theory of Zeithaml, Parasuraman, & Berry in Ratminto and Atik Septi Winarsih and also the theory of public satisfaction by Boediono which states that to measure a quality of service and a community satisfaction can be measured through five dimensions namely: Tangibles, Empathy, Reliability, Responsiveness, and Assurance (TERRA). The method used is associative with Rank Spearman correlation test. From the correlation coefficient results there are two indicators of the level of influence is very strong that is serving properly and have knowledge while the level of influence on indicators to complete the needs is very low. The results of the contribution of service quality variable to the variable of community satisfaction by 54% are influenced or determined by BPJS service quality variable by 46%. So it can be concluded that Based on the results of associative statistical hypothesis that H0: p = 0 (no relationship) means there is no effect of service quality on community satisfaction.Keywords: Quality of service BPJS, JKN-BPJS program, and community satisfactioncard maker JKN-BPJS.

Abstract

The background of this research based on constitution article 27 paragraph 2 which states that “every citizen is entitled to work and means appropriate for humanity ”. Several steps are taken by a government in implementing this law such as the national program of community empowerment like KOTAKU/PNPM. Generally, there are contemporary issues in development such as Human Development Index (HDI), Poverty , Justice and Social Equality and accordingly there are strategic issues in the Bogor area such as  Human Development Index is still low, marked by unemployment and poverty rate is still high and although Bogor has sufficient natural resources and competitive , but not yet been explored optimally. Thefore, it is important to discuss the participation of the  program KOTAKU / PNPM as a form of community involvement to resolve these issues. KOTAKU Program use synergy platform the collaboration of local government and other stakeholders in the district and community-based infrastructure development to accelerate the handling of urban slum problems.The formulation problem are how public participation of the program KOTAKU/ PNPM, what problem occured and influenced the program, and what efforts are taken to solve the problem. The purpose of research are to understand the extent of effectiveness of the KOTAKU program and the level of participation from general public. According to Cohen and Uphoff, as cited by Siti Irene Astuti (2011: 61-63) distinguish participation can be devided into four types: (1) participation in decision making, (2) participation in the implementation, (3) participation in the utilization, and (4) participation in evaluation. Some factors that affects participation namely benefit of activities, an opportunity, skill, a feeling of ownership and community figures. Meanwhile, the implementation is action performed either by individuals or groups or government officials or private directed at the achievement of the some of the causes that have determined in the policy decision (Van Meter and Van Horn, 1975. In addition, policy implemenentation theory proposed by George C.Edwards III (1980) states that policy implementation is influenced by four variable as follow : (1). Communication, (2). Resources, (3). Disposition/Attitude, and (4). Bureaucratic Structure.Research methodology used is quantitative descriptive, technique of data collection and data analysis use primary and secondary data based on observation technique , the questionnaire and interview , and then  processed into the form of figures to do statistic calculation to draw conclusion. The sampling technique used is proportional random sampling in accordance to Solvin’s formula , and obtained samples of 100 respondents , with reference to productive ages .Based on the research it can be concluded that based on the calculation on those dimensions of public participation in Ciawi district has a value of 3.72 and intepreted as “good” category. With the conditions of Ciawi district which is so vast, potential large enough of religious communities, but still high poverty rate and many things to be improved and could not be separated from public participation in developing their areas. But there are several things must be done to increase, among others as follow :Socialization should be increased , that intention and purposes can be implemented and in accordance with the target.Optimalitazing society organizations in the each area/Village.Budget transparancy is needed to maintain of public trust. Keywords : Participation, Implementation, Program

Abstract

Betung Kerihun National Park and Danau Sentarum (TNBKDS) have tourism potential based on the classification of tourist attraction object (ODTW), if developed and utilized optimally will bring socio-economic impacts for the people around the area of TNBKDS. The purpose of this research is to know the implementation of policy of tourism utilization of TNBKDS in relation of socio-economic impact for society around the area. By using approach of theory of policy implementation model G. Edward III which measure success of policy implementation through 4 variables include; Communication, Resources, Disposition, and Bureaucratic Structure. The method used is descriptive analysis by using quantitative approach. With data analysis techniques using the calculation of Weight Mean Score (WMS). And the analytical unit is divided into 2 sources, namely the implementer of the Central Park TNBKDS based on purposive sampling with the number of samples of 28 employees involved in the field of tourism. And the policy target of the village community Menua Sadap as cultural attractions and the village of Sepandan as a natural tourist attraction TNBKDS with purposive samples each 30 respondents with gender representation, ketokohan, work and so forth. The results of the study are generally based on the assessment of implementing the policy (implementor) is quite good with the acquisition score of 3.33. While the assessment of policy targets based on ODTW classification that is; cultural tourism Menua Sadap obtained a score of 3.49 according to the criteria of interpretation including good category, while the natural attractions Lake Sentarum village Sepandan with a score of 2.60 according to the criteria of interpretation including bad category. Based on the results of the analysis, the difference between the results of the assessment occurs due to communication intensity and bureaucratic structure, and the most fundamental because it is influenced by local culture / culture factors that influence the social, economic and political environment of the policy target itself.policy Implementation, tourism utilization, community of TNBKDS area

Abstract

The purpose of this study are:  1) to describe how customer satisfaction of clinic lab of Technical Implementing Units Labkesda of Bogor City, 2) to know what obstacles that influence satisfaction factors of UPTD clinic lab. 3) to know any effort to give satisfaction of lab clinic customers in UPTD Labkesda of Bogor City.The method used in this research is descriptive qualitative that is to get the description of services in UPTD Labkesda by direct interview with respondents: Head of UPTD of labkesda, Sub division of Administration. Meanwhile for customer is given questionnaire about general data, experience and expectation after they become patients of UPTD Labkesda. In this study is the patient population as many as 238 people who visit each month. The samples taken based on Taro Yamane formula are 70 respondents as samples.The results of the analysis can be seen from the interviews from the head of UPTD Labkesda, administrative head office, employees and respondents obtained the majority of customer satisfaction UPTD Labkesda are good although there are many gaps between the expectation and reality in terms of customer satisfaction so that UPTD Labkesda tobe better and satisfy the consumers. Based on interviews and questionnaires were constrained things that become obstacles in satisfying the patient, among others, in terms of registration is still doing manually, reporting results or certificates of the test is still manual so that there are many mistakes, the collection of blood specimens that narrow, security and comfort of the space that is perceived as inadequate seen from the condition of many buildings collapsed, the examination parameters are less in number so as to reduce patient satisfaction, equipment conditions are relatively old when the completion of work that does not match, toilets that are less clean, the presence of an officer who sometimes is not in place, the parking lot that does not available, and the price issue to be paid because can not use the BPJS card.In order to increase patient satisfaction are suggested to UPTD Labkesda of Bogor City to use laboratory information system so that from registration to out of test result can minimize error using adequate software, existence of action to undisciplined employees, adaptation to city government of bogor to spend fund for maintenance and repair facilities and infrastructure that exist so as to increase customer satisfaction.Keywords: Customer, Customer Satisfaction, Satisfaction
